Work that can be planned, but is not, will present itself as urgent. The now-urgent work reroutes materials/labor/concentration and will almost always result in higher costs and inefficiencies. It will tend to undervalue the ideas and planning that are usually done and that do improve services and save money.
Clarify the process so that it is clear that an estimate's scope can be refined. What is the feedback process so that if a customer wants a new standard they can update the estimate? Can we even eliminate estimates in some ways by providing high-level data for basic items?
We should do away with department names and have everyone be "Physical Plant employees" only. That will go a long way toward tearing down the ego-driven silos that exist in the Division.
It seems that the security crew should be part of Telecommunication Systems. The work is more and more IT in nature.
